Michael B. Joseph is the Chapter 13 Trustee for the District of Delaware (appointed in 1987) and has served as a Chapter 7 Bankruptcy Trustee (appointed in 1981) and a Chapter 12 Case Trustee. He is a founding director of FJ. Mr. Joseph received his B.A. from Rutgers University (1972) and his J.D. from Widener University (1975). He is admitted to practice in Delaware (1976), New Jersey (1977), United States District Court for the District of Delaware (1977) and the Third Circuit Court of Appeals (1990).

Mr. Kafader was born in Wilmington, Delaware. After law school he served as a Deputy Attorney General for the State of Delaware from 1977-1985. Mr. Kafader was director of the State’s civil litigation unit while at the Delaware Department of Justice. Civil litigation has been the mainstay of Mr. Kafader’s private practice as well.

Rick S. Miller, Esquire // Director

Mr. Miller was born in Easton, Pennsylvania.  Mr. Miller’s collegiate honors include Phi Beta Kappa and Omicron Delta Kappa.  Mr. Miller was a member of the Reserve Officer Training Corps and Theta Chi Fraternity.  Before law school, Mr. Miller served on active duty for four years as an infantry officer in the United States Army.  He deployed in Operations Desert Shield and Desert Storm with the 24th Infantry Division.  In law school, he was on the staff of the Delaware Journal of Corporate law and a member of the Moot Court Honor Society.  He also held a Wolcott Fellowship with Justice Carolyn Berger of the Supreme Court of Delaware.  Prior to entering private practice, Mr. Miller was Law Clerk to Judge Susan C. Del Pesco of the Superior Court of the State of Delaware.

Mr. Riggs was born in Norfolk, VA. He received a Bachelor’s Degree in biology from the University of Delaware, and later graduated with honor from the University of Maryland School of Law. Prior to entering law school, Mr. Riggs worked as a risk analyst for MBNA. Mr. Riggs focuses his practice on probate and trust litigation, guardianship matters, insurance defense, and general litigation. He has represented individuals, businesses, personal representatives, guardians, and trustees in all Delaware courts, and has served as independent trustee for several Delaware dynasty trusts. Mr. Riggs is a certified mediator for the Superior Court of Delaware, New Castle County.

Mr. Starr received his JD, cum laude, from Widener Law (Phi Delta Phi-Harrington Inn-Honor Chapter) and holds Bachelor’s and Master’s Degrees in Nursing (Sigma Theta Tau Honor Society) from the University of Delaware. During law school, Starr served as a summer legal intern for U.S. Attorney (now Chief District Judge) Gregory Sleet in Wilmington and then as a judicial extern for the Honorable Sue L. Robinson in the United States District Court. After law school, Mr. Starr’s legal career started at the Wilmington law firm of Maron & Marvel. Mr. Starr then practiced in various government legal capacities, first as Deputy Attorney General, then as hearing officer for the state Industrial Accident Board and Office of Workers’ Compensation.

Mr. Ferry was born and raised in Wilmington, Delaware. He attended Salesianum School and received a Bachelor’s Degree in Sociology from the University of Delaware in 2006. While attending Widener Law School, he worked as a legal assistant for Ferry Joseph, P.A. in addition to serving as a legal intern for the Honorable Joseph R. Slights, III in the Delaware Superior Court. Upon graduation from Widener Law School in 2012, he was admitted to the Delaware Bar on December 12, 2012. Mr. Ferry primarily practices in the areas of elder law, guardianship (including contested matters), estate planning (wills, trusts, powers of attorney, healthcare directives), and estate administration and probate.

Mr. Gaspero was born in Chester, Pennsylvania and spent the majority of his life in Delaware County.  In 2012, Mr. Gaspero moved to North Wilmington with his wife and daughter.  However, he is not a stranger to Delaware having attended Salesianum High School.  Mr. Gaspero graduated from St. Joseph's University with a Bachelor of Science in Psychology in 2001.  He was involved with the Cap & Bells Dramatic Arts Society at St. Joe's and was the managing director of theater in his junior and senior year at the university.  Following graduation, Mr. Gaspero spent a year as a juvenile probation officer for Delaware County in the City of Chester.  After witnessing first hand the inherent problems relating to the crime and poverty of the area, he decided to pursue a law degree at Temple University and received his Juris Doctor in 2005.

Mr. Herlihy was born in Wilmington, Delaware.  He served as Deputy Attorney General from 1961 to 1963 and Chief Deputy Attorney General in 1964 for the State of Delaware.  He also served as the Chairman of the Alcoholic Beverage Control Commission from 1969 - 1972.  He is a graduate of Dartmouth College (1957) and the University of Virginia Law School (1960). Mr. Herlihy focuses his practice on trusts and estate planning, estate administration, elder law, medicaid planning and guardianship.

Mr. Sullivan was born in Anchorage, Alaska.  He has lived in Delaware since 1965, attending: Dover High School; the University of Delaware; and Delaware Law School (now known as Widener University School of Law).  Mr. Sullivan served as a Military Policeman for the United States Army in between college and law school.  Mr. Sullivan served as the Clerk of the Court for New Castle County Family Court for two years following law school, and then as a Staff Attorney for New Castle County Superior Court for two years.
